CLC is a technology-enabled community learning hub. UNESCO introduced the CLCs programme in the 90s to promote lifelong learning opportunities for all.
In 2021, establishing CLC programme in Egypt, was recommended intervention to respond to the identified learning needs for vulnerable groups under the Hayah Karima National Programme.
CLCs have long been a key feature of lifelong learning. CLC advances the principles of lifelong learning, individual empowerment, social inclusion, and sustainable development for the most underprivileged populations. Therefore, they are strongly positioned to harness the role of non-formal and adult education as a tool for empowerment for underserved communities in Hayah Karima villages.
Whilst CLCs may vary from country to country, common elements of these centres include:
1) Strong community ownership. 2) Diverse learning provision 3) Low costs of participation in learning activities (UIL, 2014).
CLCs are vital in encouraging community participation towards building learning societies.
