The Human Development Report of Egypt (2021) emphasized on the significant need for interventions to promote lifelong learning for marginalized groups.
A situational analysis was carried out by UNESCO Cairo in cooperation with the Adult Education Authority (AEA) in 2021, with a view to exploring the feasibility of initiating a CLC programme in Egypt.
The findings of the report recommended CLC programme as an important intervention to align with vision and aims of Hayah Karima and the National Family Development Projects in Egypt.
UNESCO in partnership with the Ministry of Social Solidarity (MoSS) have piloted three CLCs in UNESCO Learning Cities, Aswan, Damietta and Giza governorates. Subsequently, the Minister of Social Solidarity has issued a directive to scale up the CLC model and replicate these centres in all the newly established Family Development Centres in the 52 districts of Hayah Karima.
Building on the successful pilot of CLCs in Giza, Damietta and Aswan, different government and community partners expressed interest in replicating the CLC model in other governorates such as Menoufia, Fayoum, Luxor, New Valley and Sharqia.
